based on what we know, it's probably a combination of these:
1) asked the gorosei to give him some
2) asked sengoku to give him some in exchange for some pirate intel
3) stole it from who's who
4) stole it from 'arrogant rookies'
now that i think about it, maybe he fed his arm to LotC to commit health insurance fraud
