Lodestar imo.
It's kind of implied that flame scar dude is roaming around in the latter half of the new world, which should be close to where lodestar is.
Buggy set the CG on the race for op. They got no poneglyphs or readers. So their best course of action is to go after the final poneglyph and hope they get it, and that the teams with more poneglyphs and readers come after it too. So they can fight and take it all.
And i am of the opinion that the flame scar dude is most likely someone from the Roger pirates or connected to them in some way. Which Buggy could use as an advantage since he's a former roger pirate too.
I expect a Davy back fight between the shp and CG to happen in lodestar for the poneglyphs.
