Top 5 at bare minimum I think. He'd have basically what amounts to telekinesis while possessing enormous AoE, possible sensory abilities using his winds, and being able to amp his strength and speed with gusts of wind.
Imagine something like a tornado drill weapon for CQC, or wind spears, or hell, even being able to enter your enemy's body using their breath and rip them apart or crush them from inside.
If you could control your wind's temperature you could lowkey turn it into a knockoff Hie or Mera by sending cold or hot winds to scald or freeze enemies.

When handled well it's a top 5 fruit.
It would probably come with a top tier mobility and movement speed ability, a very high lvl of evasiveness - and all kinds of wind gust and air pressure applications: wind claws, especially in Dragon's case, long range air projectiles/slashes, air spheres/shields..
What's op is that you cannot block wind. A wind or storm fruit user can probably send other top tiers flying, if they want to.

Depends on how crazy oda made it. Taking it to its peak it can have the best aoe of any df, it can physically buff you, it has hax by creating a vacuum taking away air from a area easily maybe even invisibleor soundlike attacks, great dc and ap being able to make tornado, whirlwinds, and whirlpools, air blades and cannons, flight etc. If could be anywhere from 5 to 1 depending on what abilities oda let's the df have.
If Dragon has a wind logia, then it would be one of the top 3 strongest logias imo. We could also argue that wind is one of the 4 classical elements, but it doesn't really matter that much, as we already know that in OP magma > fire. But I do think that he either has a mythical zoan (e.g.: Ryu Ryu no Mi, Model: Amaru) or a more elaborated logia (e.g.: storm logia, as @ArturCantSpeakJapanese said).
