Living by Sabaody with Rayleigh and Shakky. If the WG won't muster the effort to capture the more notorious Rayleigh and Shakky, I don't see why they'd go through the trouble going after me if I hang by them. That is, unless my crime was striking a World Noble.

If you are a solo individual that wants to avoid conflict then a Sky Island is probably your best bet. They are all well outside the jurisdiction of the World Government, most people do not even believe that they exist and you can move between them even in the scenario that someone actually does come to whatever sky island you are on.
