IMO, it is Crocodile, as one of the best villains in One Piece and was the only one that was a legit threat to them and made you feel he was a real threat to the Strawhats, Crocodile has the best one, also his laugh is the most logical laugh in One Piece, all the other laughs sound ridiculous and silly and no one laughs these laughter styles in real life, closer one to him would be Enel (who's also one of the best villains too)
