It will be Chopper, just recently Oda admitted that he didn't cure SMILE effects because he can't cure everything. Like this is literally Chopper's only purpose in the story, to cure shit.

Usopp is useless and he can lie his ass through the story.

I think Usopp’s is more of a case of being severely underused, though he too is a victim of flanderisation and superficiality. Some of the most emotionally nuanced moments in the series (like Water 7) are centred on him. I love him and want to see a lot more of him, but substantial, juicy stuff. Chopper has def regressed as a character.
