Non-DF Users among Titanic Captains
Zeus said he is Nami's Right Hand, so maybe she will have a Second Weapon (It could be a Second Weapon with Zoan DF)
Sanji might eat a Devil Fruit (But very slim chance)
Carrot might eat a Devil Fruit (Monet's DF & she becomes truly Snow Rabbit)
Mohji & Cabaji might too
Non-DF Users among Grand Fleet might eat one since they wanted Mera Mera before
A Vice-Admiral or Two might Eat a DF (Perhaps to prepare them for Admiral Rank in Future)
Perhaps Hiyori have Time DF of her Mother but haven't decided on eating yet, so she might do in Future Chapters

These are all i can think of so far
If Toki's fruit is still around,maybe a Strawhat could eat it. Because maybe this fruit could be important for the end of the series. There might be the need to jump forward in time,we dont know! This Strawhat would eat the fruit and never use it until the end of the series,when there will be the need to use it
