Tom and Yorki I’m cool with if they survive as neither were shown to be dead.

I don’t care at all about Sanji’s mother and whether she’s alive or not.

Outside the Strawhat adjacent characters, Whitebeard, Corazon, Oden, Roger.

Law’s sister surviving wouldn’t bother me.

Ace, because he’s the one character Oda managed to kill off and created one of the most memorable scenes in One Piece. His death is what helped Luffy to realize that he needed to become much stronger so that he can protect his friends. If he were to come back, then all of that will feel meaningless.

Oda doesn’t like killing off characters as we’ve seen many times before, so whenever a character seemingly dies we expect them to stay that way as morbid as it sounds.

Saul wasn’t stated to have died back then since all Aokiji did was freeze him, which would’ve killed him had he not been melted by the island’s flames.

I guess Oda gets a pass on this, since he came up with a convenient excuse for it. We can also assume that this is the connecting point to Elbaf, which seems most likely to be the next island given the recent hints.
