Momo is already 28, he lacks any fighting skills and experience add that zero Haki feats. Kaido at 28 might be already stronger. Peak Momo will be considerably weaker than Wano Kaido.

If we remove the lore / context then Bonney or even better the seraphims but we all know Bonney will be at her very best an emperor while the seraphims will at best reach their original (but I doubt it)(and S hawk will probably never reach Mihawk, at least on panel / in the story). If we look at the context then Makino's baby aka Shank's son aka the next in line to get the hat after Roger, Shanks, Luffy.. Oda could even play a Kishimoto and make this baby stronger than Luffy (if actually Kishimoto made Boruto stronger than Naruto).
