Which enemy was the most difficult to beat ?

Id say vegeta or frieza
Piccolo was weaker than goku
Vegeta could have killed cell
Gohan could have killed cell
Both chose not to.
Ssj3 could have probably taken the fat buu
Vegito could have killed gohan buu
Ultimate gohan would have destroyed kodd buu
Vegeta and frieza are the only ones (up until ssj) that they were weaker than.

Vegeta and frieza are the only ones (up until ssj) that they were weaker than.
For me the vegeta fight was almost the best fight second only with the freeza and the SSJ (I can't forget my reaction when I saw that when I was a child)
But now with more adult eyes Végéta fight is really good and likely my favorite ,there were power ups but not insane ones, they were no real asspulls, it was beliveable and had stakes etc. Even the end is great with végéta departure with his life.

Picolo - Weaker than Goku, only issue was killing him meant no Dragon Balls.
Vegeta - Weaker than Goku with his KK abilities, plus had a few tough allies left to help.
Freeza - Had to unlock a whole new form to beat, and even then he almost lost.
Cell - Vegeta/Gohan/Trunks/Goku probably could've made an effective team if they fought together, and Gohan was a ticking time bomb anyways.
Buu - Goku could've beat him. Gohan was on the cusp of beating him.
Frieza's it for me.

Frieza most likely. At some points I even felt bad for him: he had ti take on everyone and was even beaten by an asspull like ssj Goku (and still managed to resist somewhat and the core buster udea was good).
Cell could have been taken down multiple times if sayan genes didn't let jim live to see how strong he would be or if simply the z warriors ganged on him during the cell game.
Buu could have been beaten by Goku ssj3 or Vegito.

Easily Frieza. Z fighters were hopeless during namek saga. The only thing they can hope is to rely on the myth of super saiyan that might doesn't exist. Even with Kaioken 20x and Spirit Bomb Frieza was alive.
Second might be Vegeta. I think if Goku arrived earlier he could prevent the death of Piccolo which made it easier to defeat Vegeta.
Third is Cell. Cell could be beaten easily if Goku and Vegeta teamed up in Cell saga or if Goku didn't give Cell senzu bean. Goku's pride was what made the figth difficult.
Last is Kid Buu. Tbf Buu is the main villain that Z fighters had many chances to beat.
1. Goku vs Fat Buu: Goku might be able to defeat Fat Buu with Super Saiyan 3 but Goku chose to let Goten and Trunks to have a chance fighting Fat Buu
2. Gotenks vs Super Buu: This is the second time the stupidity of saiyans saved Buu. Gotenks chose to fool around instead of finishing Super Buu quickly.
3. Mystic Gohan vs Super Buu: Another dumb saiyan that underestimated his opponent. Had Gohan quickly killed Buu, Buu wouldn't have a chance to absorb Gotenks.
4. Vegetto vs Super Buu (Gohan absorbed): Vegetto could have killed Super Buu and revived absorbed Z fighters with Dragon Ball.
5. Goku chose to destroy Potara earrings when he fought Kid Buu. Another dumb saiyan pride got in the way.
6. Had Goku save Gohan instead of Hercule, I think Kid Buu would be dead since Mystic Gohan>Kid Buu
7. In the fight against Kid Buu Goku also could have asked Shenlong or Porunga to transport Gohan to help him defeat Kid Buu but chose to ask earthling to lend their energies to defeat Buu.
8. Goku and Vegeta could have teamed u against Kid Buu instead of fighting him one on one.

Ultimate Gohan couldn't destroy him because Buu would just regenerate. He was unable to wield any techs that could vaporise him out of existence.
You cant brush off anything with Vegito. Vegito was literally KAIO's last resort. GODS couldn't handle Buu. That's LEVELS above any other enemy in terms of difficulty.

Frieza is like black mold; you can scrub it away with all your might, but it’s coming back with a vengeance eventually.
Cell is like expired food in your fridge; powerful, repellant, and impossible to overcome until completely removed.
Majin Buu is like a spilled liquid on a carpeted floor; deeply embedded, still lingers after several rounds of cleanup, and takes a high powered move/equipment to get rid of once and for all.
I have been stuck in my house for over a month now, these analogies are all I know.
