One of Luffy's traits is getting people to love him. That's why almost everyone who come in contact with him find themselves either loving him, caring for him, or simply taking his side. That includes men and women, even former enemies.

However, you asked who is genuinely in love with him. I've fallen in love a few times in my life, both with real people and characters, and the common denominator is that I dream of them, fantasize on them, think of them, want to do everything I can for them. My experiences are exactly like Boa Hancock's and even worse. So she's the only one in love with him, the rest love him. Some very dearly.

Nami is not in love with him, but she loves him dearly, and he is the only one she truly trusts. She even suffers harrassments from others in the crew just because with him, she feels safest.

Lets examinate all the ones that are close to Luffy.

Nami: No. They have a bro/sis dynamic
Robin: Same thing as Nami,altough Robin is the very older sister so is a more motherly dynamic than "fighting with him" dynamic
Vivi: It might be possible,yes!
Margaret: Definitely,yes!
Hancock: Of course
Shiraoshi: I think she has not a crush on him
Rebecca: I think she likes him indeed!
Yamato: She definitely doesnt. She had a crush on Ace though.
Bonney: She doesnt have a crush on him.

Hancock is the only one confirmed, but she gets treated like a joke and Luffy has rejected her twice, so she doesn't matter.

Vivi is a possibility with how much she talks about him every time she shows up, Shirahoshi and Rebecca could also develop that interest.

The only girl Luffy will 100% stay with for as long as he sails though is Nami, and I don't need to talk about how much she cherishes him and the special moments she gets with him. It helps that Luffy has done stuff like giving Nami the hat multiple times, or promising Genzo to keep her happy.
