Shichibukai follow, the OG ones to be precise. Then the Yonko. Would be higher if I cared for the Beast Pirates more and knew more about the Red Haired Pirates.

I personally like the Yonkos more, but if we’re talking sheer power, than by portrayal, it’s gotta be the Marines. If there are/were Three Great Powers, but two of them are basically being kept in check solely by the third, that requires the kind of reputation that a military force of the world’s greatest beings - as well as the necessary strength to back up that reputation. I think the Emperors and Government Dogs are more intriguing/thrilling organizations, but it’s pretty clear the Marines maintain order...until Luffy gets a little stronger, at least :smithnie:
