I think the peak is Meruem, who is from HxH. Youpi and Kurapika's char dev are good too.

I choose HxH.

Naruto is like a cartoon sitcom where people do things and by the end of the episode it resets. I remember some years back where Naruto said he couldn't make clones while using the kyuubi cloak then the very next chapter he was making hundreds of clones to go fight the enemy across like the planet or something lol.

Actual progression in hxh is long lasting and well understood. Luffy and Naruto are like fry from Futurama as far as consistency goes.

It is HxH that has the small handful of character development but instead focuses on those small handful in more depth.
