Just because since you can't find a single trait that hints at Coby having CoC.
Most CoC users are bullheaded and obsessed with something, some are calm and confident and then you have Coby.

Tbf Coby doesnt fit a CoC user. Hes never shown a strong will by himself. He wouldve always been a coward without Luffy. I dont think any CoC user has ever been like that....

Luffy was a crybaby around Ace it just took time for Koby to grow.

We can argue back and forth on what constitutes "kingly qualities" all day.

What's tough to deny is that, thematically, it doesn't really make sense for anyone with CoC Haki to choose to be or remain a marine.

If another external source to the manga or the manga itself confirms Sengoku has CoC, that theory goes out of the window - for the most part anyway - but until we have that, I'll consider it just one of many errors in the supplemental material.

It is what it is, some characters have their moments and still lack kingly ambition like Law or Smoker. We'll just have to wait and see.

Plus, Sengoku never used or there was any hint about his Conqueror's during the war.
