he defeated the master of the short sword style....or at least surpassed him
even then for all the prasie and love i have for musashi he cheated showed up late and snuck kojiro with a wooden sword
plus this is foreign history that is also bery loose and very little is known on the topic.
we are talking about a manga where in 1200+ chapters someone hailed as the strongest has not shown anything notable and is simply a hypetool for a side character while all his hype comes from the main characters goal...

First of all, i agree with you that Oda should have done more with Mihawk and with Zoro’s dream in general. He has plenty of time to do it.
But I think Oda really want Zoro to be his Myamoto Musashi (he said that Zoro has 3 swords to surpass Musashi nittoryu) therefore it is somewhat evident to me that Mihawk is Sasaki Kojiro (the avian theme, the long sword). And if we are fair the most notable hype and feat of Kojiro is this fight with Musashi.
We do not know every man that Sasaki fought to make him on Musashi level (while Musashi’s road to greatness is far more detailed).
Therefore if you look at things from this angle you can see what Oda is trying to do.
Now was it a good idea ? I don’t think so.
That's irrelevant. Not only is the manga not over which means Oda still has the opportunity to add Mihawk's backstory. Oda is not on a time limit when it comes to adding that information. Oda can add it if or when he wants to. Besides, Mihawk is still the world's strongest swordsman with or without a backstory.
I never understood the belief Oda has to provide a backstory or within a certain time for something to be true. That's not the way things work.
