If we count Luffy and BB in Yonko, then Yonko.

If not, then Warlords cause then only Shanks would carry the Yonko.

Admirals have a lot of potential, but Oda rarely gives them complete attention.

Warlords >= Admirals > Supernova > Yonko

The Warlords are consistently well written

The Admirals (when given enough focus) are also up there

The Supernova have some standouts (Luffy, Law, Zoro, Bonney, etc)

The Yonko really only have Whitebeard, Blackbeard, and maybe Buggy

If you include Luffy in both categories then maybe you can stretch it and say it’s even

Warlords & Admirals.

WB's carries the Emperors.
I don't count Buggy and BB into the Emperors because they were key players since the beginning. It's not their Warlord or Yonko status that matters.

Supernovas are the worst. Only Law had some depth and that was mainly because of Doffy's past.
