If we talk only about the last scene of an arc,WCI is the best! Great parallel between Zeff and Sanji. If we talk about the last moments in general,FI ending is great too,with the blood transfusion between Jinbei and Luffy,and the crew going towards the New World. Wano's ending is ok apart from the cringe Kurozuki moment.

Whole Cake's ending is one of Oda's best. It has tons of soul, a perfect mix of emotions and also tries rhetorical devices to enhance the messages he's trying to pass. Just in terms of how it's written it's top One Piece, but also has lots of content (mourning Pedro's death, Katakuri's past and his relationship with Brûlée, reinforcing Zeff's figure as Sanji's true father...). It overall feels like a proper closure.

I think Dressrosa's would be next; chapter 801 is pure hype with Jack's "introduction", Doflamingo's throne speech, Straw Hats bounties and Sanji's "only alive" cliffhanger. Had way less soul than Whole Cake's and wasn't told in such an interesting way, but it's the perfect chapter for us to be excited for what would be coming next.

Rest of them lack in one way or another in comparison.

1. Dressrosa’s did what Wano’s couldn’t and pretty much landed everything allowing the drag before it to be able to be looked over. That’s why it‘s so fondly thought of on rereads, where the pacing really isn’t much of a problem. Fujitora was a boss, the Grand Fleet allowed us to see why the gladiators were so focused on, Kaido’s introduction was outstanding, Doflamingo’s throne speech.

2. Fishman Island‘s ending was brilliant. Jinbei gave Luffy his blood, the children of FI got to begin to break the cycle of hatred that ruined Arlong and Hody, Big Mom’s introduction was creepy as hell

3. PH. Pretty much just a good arc ending. Nothing overly special by OP standards (like all of PH) but it was solid.

4. WCI. The last third of that was a long dragged out mess, Jinbei staying behind was pointless and Sanji needing to be saved by Germa was terrible.

5. Wano. The only good thing was Cross Guild (which didn’t actually happen in Wano), a bit about the Wano lore (which won’t come into play for years) and Shanks was cool (even if it was a blatant Red advert). The rest was abysmal. Rushed through, dropped plotlines, offpanelling, focusing on random crap instead.

Dressrosa.

It had all the best elements of One Piece with a great conclusion for the in-arc stuff and set-up for what was to follow.
Fujitora’s speech and the citizens stepping in to save The Strawhats is just beautiful and perfect exhibition of the heart of One Piece.
