Im saying it now but with the implied inherited will of xebec, it has to Be blackbeard right, feels really unique to one piece

whereas akainu is a standard villain you will see in any other shonen.

that said doffy is a close second
Enel is a typical series midpoint villain
croc was great but the story was so much simpler back then

imo, it's BB
how much foreshadowing for his character, even before his intro, he was epic (the "man's dream wont end" speech)
all the big moments triggered by him
and he is meant to be the final villain of the story, so who else besides him? (the others are dope too tho)
