We've seen several times now (big mom, sanji) that broken bones mean almost nothing and can be healed instantly. Scars however have been made significant for the reason that they remain over a long time, causing specific memories of the attack that caused them to remain also. For example Luffy, Shanks, Zoro, Kaido all have scars reminding them of the individual who caused them.

Well those are two different types of attacks so I don't think they're necessarily comparable.

I'll be fair for once and say that In one Piece, a scar is considered something impressive even though it's nothing more than getting into the dermal layer of the body.

If Zoro was given a free shot with his new powerup, he'd scar Linlin and she would give him similar props like she did Law.

I'll say that it's pretty equivalent but I would give the slight edge to bones. But again, two different types of attacks.

those two characters can regenerate / heal themselves
99% of people in op cant and will not
and it doesnt mean almost nothing cause it still wears them down.

I have to say scaring kaido because that guy is so tanky and I'm pretty sure luffy adcoc is stronger than laws attack on Meme
Nothing implies that at all. Luffy has not shown the same type of AP on Kaido for the time being. He'll clearly show it and surpass it soon but nothing he has done is as effective as Shock Willie.

Law has forgone using his normal skillset to even hurt Linlin. Kaido was visbly pained by injection shot and was white eyed by Gamma knife. It's notably easier to hurt Kaido than it is to hurt Linlin.

Laws Awakening Attacks > What Luffy has shown so far.

and it doesnt mean almost nothing cause it still wears them down.
That's what's so impressive about scars though - they don't heal. Broken bones don't have a lasting effect on anyone psychologically. In a fight broken bones are important sure, but no one brings them up afterwards like Shanks referred to his scar from blackbeard. Scars are more impressive because only a select few attacks are chosen to leave scars, so it's easy to tell which attacks are kind of 'legendary' in the story overall, because Oda's telling us. Though in the vacuum of a fight I'd say broken bones are more effective.

it most likely the attack busting their insides. no question.

Don't be pedantic of course I'm aware scars don't leave you bleeding forever. I read the title asking about which is more impressive, I'd say scars are, but the poll being about pain I'd say broken bones. Narratively scars mean more than broken bones.
