WCI worst arc ever in every aspect. Holy shit. To be fair it has the best villain only.
Fishmen Island ending(Luffy and Jinbe) was great. Luffy standing up against BM too(so bad Oda made Luffy look like a joke in front of her later on).
Punk Hazard ending was hype because of Aokiji but only that.
Dressrosa was good too with Luffy Grand Fleet and Yonko vibes from him.
Zou ending wasn't special unless if you are considering Zunesha vs Jack the ending.

I think one of Oda’s editors said he didn’t consider it an official arc, but it isn’t part of either WCI before it or Wano after, so that sounds like a self-contained story to me. Whether or not it’s accepted as an arc, I think the way it ended (setting up Im’s involvement in world affairs/history and the abolition of the Shichibukai) was consequential enough to outstrip the others.

-Doflamingo making his way over in a rage, stopped by an ex Admiral in Kuzan.
If we include Kaidou's introduction I would say Dressrosa but I kind of find that to be cheating a bit.
There's really no wrong answer, this is what Oda absolutely excels at. The last few chapters of an arc are usually his best, especially post battle chapters.

After the lackluster villains of Hody Jones and his goons, we finally heard the news around the world. Payback War, new Fleet Admiral, and Ancient Weapon Poseidon.
It's not super awesome ending, but compared to:
- Punk Hazard arc and Law, Kinemon, Momo started to tag along forever
- Dressrosa arc and crew separation
- Zou arc and another crew separation
- WCI arc and Big Meme treatment after Tea Party
Then yes, Fishman Island's not so awesome ending still feels better than them.
