General & Others Which SH(s) could've become a Warlord? (in theory)

Some SH are rebels in nature.
Some SH have dreams unrelated or even clash with WG.
Some SH are pacifist and don't care about the state of the world.
Assuming all 11 SH have the same powerlevel, I think Nami Franky and Robin becoming Warlord is valid:
- They often deal with pirates, in line with Warlord's tasks.
- They can use Marine/WG resources to further their dreams, in line with Warlord's profiteering agenda.
- They can be/proven to be an effective leader/have leadership skill & charm & intimidation, in line with Warlord's requirements.
- They know the dark side of the world & proven to use tricks/underhanded methods, in line with Warlord's personality.
Edit:
- Sanji Chopper is too kind to hunt Pirates casually
- Usopp isn't intimidating enough
- Luffy Zoro are chaotic
- Vivi is opposed to the idea/title of Warlord
- Brook attracts people and possibly pirates, instead of discouraging them pirating.

Luffy would be difficult to deal with. Maaaaybe he would be picked due to connection to Garp but I can see him dropping it after a while. His dream is to become King of the Pirates.
Zoro - literally Pirate Hunter. Only thing he wants is fighting strong people and booze. Basically 2nd Mihawk.
Sanji - could do it in theory but I don't think he has any motivation to do so. Like, he doesn't need to be a pirate to find all blue as far as we know. He's just there for his crew.
Jinbei - already was one.
Robin - in theory could be one, but she wouldn't team up with WG like that.
Franky - he probably would just to get to Vegapunk, but only assuming Spandam-Tom thing never happened.
Brook - easily. Who wouldn't want a superstar in your team?
Chopper - they think he's pet, so no
Nami - i guess she could do that if she had no other choice. She's knows Shichibukai can be ordered to fight a Yonkou and that would be a huge turn off
Usopp - only if it's something like Buggy's situation. Fake hype of literal god keeps WG's enemies afraid of facing them. Being Yassop's son would probably only add to it

The other Strawhats will just be a nobody if they didn't sail with Luffy
The east blue OG will be stuck on East Blue, Choper stuck on Drum Island, Robin will be captured by the WG, Franky still stuck on Water 7, and brook still sailing the Florian triangle and only Jinbe because he's literally a Shichibukai

Sanji... I think not. Can't see Sanji leaving Baratie and becoming a pirate if not for Luffy.
Robin is tricky. Her strength and personality makes her a Shichibukai but I doubt if WG would ever had a Ohara remainer as a Shichibukai.
If we include Yamato she would also be one.
Besides that no one else except Jinbei that actually was.

Re-read One Piece. Robin would die to Crocodile or in Alabasta. Zoro would have died too.
