Both are pretty bad but it's Apoo. With Kaidou atleast someone handled him, besides Kaidou did not directly snake him, it was Apoo who he joined the alliance with. Kidd letting Apoo leave in the aftermath of Wano with a smile on his face gives off beta vibes. All bark no bite.

Apoo truly took Ws only.
