Luffy becoming Pirate King won't end the manga as there has to be something that comes afterwards as far as the fallout from his new position you would think. So I think Luffy reaches his goal first, then Zoro afterwards in a final battle with Mihawk after. But at that point he will already be the WGS, so its just semantics.

The hype would be dead anyway as the manga itself would be ending in a couple chapters

It can go either way. Tough to say. Depends which will be mihawk's arc

It depends entirely on where Mihawk is gonna be in the final war and what event will lead to Luffy's real dream.
Laugh Tale is not the end of the manga, I could see Zoro going into Laugh tale as the WSS but this brings up the question: Who will he fight during the final war ? It has to be someone stronger than Mihawk, and unless Gandhi is the real WSS then I don't see the point.

Shanks and Mihawk are not enemies and it sounds like they were never going for the kill in their sword fights which makes me think it will happen after the final war/PK.

Zoro will face a monster in the final war then finally welds black blade and advanced observation haki. After the final war, he tells Mihawk that he is ready to face him and they will have their duel in Gloom Island.

Then, Mihawk shows his happy face and they will reveal his backstory as usual before foes goes down.

Can happen either way. Most Straw Hats' dream will happen AFTER Luffy has become the Pirate King anyways, such as Franky, Brook, Sanji (?), Nami, Chopper.
I don't even know what Jinbei's dream is but it's probably after too.
