Whitebeard was an OG Emperor and still dogs all Agendas to this day, and only the most delusional AdmiraL and Kaido schmeat riders refuse to acknowledge it. As a character, his motivation is powerful and his legacy great. Bro entered the series on deaths door and still swapped in for the Luffy's traditional role during one of the best arcs in the series.

He's a goated character for sure.
