I have an idea of why Oda might not come back to Kuina even if he planned to revealing her later on.

The whole idea of Kuina was to show that "Woman can be equal to men in Strength but getting denied by society" Big Mom and Boa Hancock are prime example of the possibility in OP verse. But to bring Kuina back means bringing up that plot line and open up the argument again. Oda have put Zoro in these situations with Tashigi (LT - PH) and Hiyori in the Enma shrine.

I could be 100% wrong here but this is the only thing that comes up to my mind when i think of Kuina. That Oda trying to dodge delving into this plot line.

So,after chapter 1072 i thought Tashigi could be Kuina's clone,but still i dont think there is a valid reason so far on why Vegapunk should clone a simple girl like Kuina. Unless Koshiro have some bonds with Vegapunk somehow,it doesnt make much sense. Unless both Tashigi and Kuina are clones of someone else,and Kuina was adopted somehow by Koshiro.

Meh thats just some SBS info,that it can be easily be retconned or ignored. The real point against the theory remains the fact that there is no valid reason to clone someone like Kuina as far as we know.
