Even though Luffy trains for 100 Gomu Gomu, his range is limited. Robin can spread her arms infinitely, and even though it isn't stretching, she has a longer range (as far as we don't count physics into it, making her sprouted arms include weight that will become heavier and heavier the more are being added. In that case I'd say Luffy might win instead.)
