Roger started young, but he didn't rush like Luffy did. He probably wasted his time in other seas before entering to Grand Line. Brook heard the name of rookie Roger, and that was 49 years ago. So 11 years before the Xebec fight, Roger was already a famous Rookie pirate. Then he probably grow even more stronger in that 10 years timeline and then he defeated Xebec. And then 11 years after that he fights with Shiki's fleet, and 1 year later after that he fights with WB pirates. There was so much time for him to grow and defeat so many enemies, he was an active pirate for 30 years minimum.

With all the informations we have about the One Piece world now there are 3 possible answers imo :

-Roger was a natural born destroyer like Big Mom
-During Roger time there were less big fishs than now (which means that Roger fought less ) but they were far bigger
-Fighting regularly against Garp made him grow stronger.

I see the current age as the cute, progressive, irreverent Japan that evolved post war. So then I imagine Roger's environment filled with less whimsical, more generic and sheer forceful characters with looks like Buster Brown or Mike Haggar.
