Shanks, BB, Aokiji, Akainu then it is pretty random.

As a whole yonkos are better, way more different from one another both look wise and character wise. With the admirals you have these 3 officers with the sane attire, they all have powerfull elemental logias and character wise you have the rightfull Aokiji but who left the navy after it fall under Akainu, the merciless pirate slaughterer Akainu who is almost a villain and then the no care giver Kizaru. Character wise are paragonable to yonkos yet the other points are too standard.

Yonkos are way more developed, rivalries but also temporary alliances which can turn at every point. Characters like Shanks and BB, you don't even know their true purposes, also they are way more important for the story, and have more and better story in the manga, giving importance to their yonko status too.

My top pics are mostly Yonko but the same applies to the bottom ones, while i really like all the Admirals.
Overall they’re quite even for me, Admirals are better as a group and Yonko better individually.

solid tier:
shanks, sengoku, big mom, akainu, kaidou, (green bull)

no from me tier:
blackbeard, kizaru

my list is pretty even split between admirals/yonkous but as a group i just find the admirals more interesting being that they're not pirates

I prefer the Admirals. They are simply better overall as characters for me in most aspects. I like their overall aesthetic better, I never found the "character being overly huge for intimidation factor" thing to be very appealing. Something as simple as colour coordination works well enough.

The way they were incorporated into the story is also better in terms of execution. Water 7, Sabaody, Marineford...these are easily among the best arcs due to their presence (and Whitebeard). It's actually shocking how much screentime that someone like Kaido has in comparison but still ends up feeling so empty. In terms of ranking:

1. Whitebeard
2. Kizaru, Aokiji, Fujitora, Blackbeard
3. Big Mom, Akainu
4. Shanks
5. Kaido

overall, Yonko.
individually Admirals.

Fujitora and Kuzan are interesting characters. Kizaru is okay. Ryukogyu idk. I could not care less for Akainu. hes not quirky enough and feels out of place in One Piece.
for the Yonko. BB is great. WB was too. Shanks is okay. Linlin is also okay. most of them has interesting characters. Kaido is the most bland of the bunch. same as Akainu. the crying and the suicidal tendencies make up a bit, but its not enough.

Dragon will probably be like Kaido and Akainu and I really do not enjoy characters like this.

I dislike none of them, but i prefer how Teach and Sakazuki are portrayed since both represent the ceiling any pirate/marine could reach. Both have twisted beliefs, the extremist navy officer and the worst criminal ever. one takes justice and order to absurd limits by enforcing absolute justice even if it means murdering the innocent and the other takes freedom and chaos to absurd limits even if it means backstabbing his own comrades, to the point of potentially becoming a global catastrophic risk [1].

Context demands that if Luffy truly wants to be the freest man on the sea he has to take down these two by himself [2]. While Teach's version of freedom is, [3]. Also i like how Oda portrayed the growth rate of these two by showing how they simultaneously seized all the power left by the previous Yonko/FA (WB/Sengoku) over the timeskip closing the books on their age [4], with the Payback War and the Punk Hazard duel being the two incidents that shook the entire world during the timeskip.

I think Oda intentionally drew these parallels to foreshadow the endgame fight set up, a narrative play that will come into effect later.
