Luffy obviously, way too much buildup and animosity there. It won't feel satisfying unless Luffy pays Akainu back for marineford. I could care less for 99% of Luffy's fights, anyone can tag along and steal it including this meaningless Kaidou fight, but Blackbeard and Akainu have to be dealt with by Luffy.
''Pirate'' Luffy defeating ''marine'' Lakainu achieves nothing. Defeating or even killing 1 marine won't change anything since they will keep sending more and they will just replace Lakainu with another guy and they will keep coming after Luffy. The only time you can make difference you can annihilate them entirely by destroying their headquarters (which BB tried but Shanks stopped him from doing it). Even WB was running away from marines since it's pointless to fight them if there is nothing to gain, but then he clashed with Roger.
No Akainu.
Lakainu isn't a Luffy rival. Beating a marine was never the point of this series.
So, it's better suited for a Revolutionary or a marine.

There’s more setup for it than people like to think (Akainu would not shut up about Dragon at Marineford) and visually it would be by far the coolest of the three fights.
Luffy vs Akainu wouldn’t have the right energy because Gear 5 is stupid, and a serious character like Akainu needs to be dealt with seriously.
Sabo vs Akainu would require massive PIS to be believable, since it implies Sabo can hit harder than the Gura Gura.

No matter how many times it is asked, no matter how certain people dread it, it is Luffy.
No other substitute works because Luffy fits every narrative point that people try to use as excuses better than anyone else...and not by a small margin either.

The people who don't want it to be Luffy are generally pro Emperors fans.
Their Emperor > Admiral agenda is severely threatened if it happens to be Luffy.
Not sure why they would worried after Kaido and and more importantly, BM, have been exposed big time ever since the Whole Cake Island arc debuted.

His title has been reaffirmed multiple times and he has by orders of magnitude the best feats in the verse.
The people who don't want Luffy to fight Akainu are actually admiral fans who don't want their favorite character to be Blueno'd by the MC, I'm perfectly fine with Akainu being Blueno'd but it would be preferable if he had a good fight with someone more on his level like Sabo
