Shanks means the most to him. Luffy’s life pre-Shanks was implied to be really shit since he was alone and that’s the thing he hates most in the world. Shanks stopped that, then gave him the hat to signify his promise that they will meet again. There’s a reason Luffy’s most treasured, iconic possession is Shanks’ hat, that Luffy met Shanks before he met any of the others and why Shanks appears in every volumes‘ character list despite barely being in the series.
