Well Mihawk for example should manage more efficiently in taming it timewise.

Most likely several other top tiers.

I'm still rather convinced it was a matter of physical power too and not just will power. In fact it was mentioned specifically that energy was drawn from Zoro and not just haki. So no substantial reason to consider just one.
