General & Others Who else is joining the 5B Bounty Gang?

Again, this is all irrelevant, this is like saying if a square had 3 sides it would be a triangle.
The CG system is entirely based around the Marine Ranks, Kong is not a Marine. There is no telling that these bounties would look the same if the system was created for the entire World Govt, Kong could have 3 billion under that system, he could have 4 etc. we don't know. Using the currently canon CG system to hand a non Marine a bounty simply doesn't work. Akainu may have a 3 bill bounty in that make belief system. You're in la la land.

1. Yea to target more officials when luffy challenges the wg, to try to weaken the wg as whole to gain something in the wg, to paint the wg as the real bad guys once the truth about them comes out, etc. There's are plenty of reason they could expand the bounty system.
2. Like I said gorosei and gaban were irrelevant for plenty of years. The most gorosei did was stand around in a room till recently. It was debated for years if they could even fight because all we ever seen them do was talk in a room. Kong has the set up to be a key figure once the story shifts from the yonko saga to the defeat of the wg. You are just so closed minded you can't imagine Kong doing something because oda didn't use him. Oda not using a character for a long time is something oda constantly does with his characters. You can't even acknowledge the possibility of Kong when the guy was given the highest military rank of commander-in-chief. Oda can make him a badass old man like he's down with most of the old gen still around.

The bounty system is based on the power of the ranks so the higher you go up the more the bounty except for special cases. Kong having a higher rank would get a higher bounty it's not that hard. If you want to include the gorosei and imu sure they'd get a higher bounty to. We know they have higher bounties than akainu because they are higher ranked so they'd automatically be in the 5 bil range. Akainu bounty wouldn't need to change as they are adding to not restructuring the bounty system. Fleet admiral being worth 5 bil doesn't need change unless they wanted.

His role too Is good only on paper, but in the post TS Oda never even bothered.
Sengoku is another matter. We might even get a CG's bounty for him.
Dragon and Xebec are guaranteed 5B. Dragon might even reach 6B for all we know.
BB is most likely getting 5B though but I won't say guaranteed because there's a small chance he's defeated before it.
Shanks and EOS Zoro getting 5B is a tossup but I'm willing to bet yes.
Law is not getting a bounty anywhere near 5B.
