Imo, Rayleigh's haki mastery is inferior to Roger's haki mastery (the skysplitting stuff), which was hyped by Yamato who followed Roger and Rayleigh's journey. While Luffy vs Kaidou go even beyond the flashback, it produces CoC Genkidama. So i'd say until now Luffy's haki mastery already surpassed that of Rayleigh's.

She saw odens journey which was the END of roger and rays pirate career
And their sky split (Roger wb ) is the most powerful we've seen yet to the point it was tilting wbs ship at the other side of the island and that was just them doing a casual hello
