Zoro seems to be way too goal oriented and wants to become the WSS plus make sure Luffy becomes pirate king. So Zoro doesn't really pursue anyone, and while there are some ladies who seem to find it cool (like Hiyori, she def had an eye on him), usually there's nothing going on between him and the women.
Sanji, on the other hand, is a ladies man, and Viola can attest his thoughts are apparently R-rated :D so he pursues the women, and just like in real life, some of them dig it (the mermaids actually liked flirting with Sanji, Stussy doesn't seem to mind it, both Viola and Pudding were changed by him and his ways), some of them find him creepy (poor Perona, Sanji after Okama island was unbearable), some are just used to his antics and don't mind him being like that much (Nami, Robin).
