Oda would have said it that Ryuma mad eblack blade after coating his swords with higher CoA.
I think you're underestimating Garp's feat based on Chinjao's showing against Luffy. Chinjao himself is fodder, his head is the only impressive part of him. Chinjao's drill head is said to be able to split continents. Although we don't we see him split the entire ice continent on panel, we can infer that he indeed split the entire continent if post-Rocks Garp was forced to train by busting mountains. Garp with his fist and CoA alone casually broke a continent splitting head.

The one who can burn their weapons with their Armament, into a black permanent state.
We know some people can leak their Armament like crazy before clashing. But even them, don't have a permanent black blades.
Then that mean, there's a form of Armament beyond what we already saw, a far greater form of Armament, for creating a permanent black blades.
