Speculations who has the fourth road PG, BB or Shanks?

we knew that the fourth road PG was in Fishman island so who has it now?
Fishman island was WB territory , so WB could have had it in the past and now after his death BB might got a hold of it.
the second option is Shanks , Shanks always knew its location since he was in Roger's crew so he could have hidden it.
or do you think there are another options? in the very least i think Shanks might have a rub of it.

I can't imagine that SHs will return to FI to find the fourth ponegliff so i think they will find it in Elbaf with Shanks
