Buggy could very well have it. He may be a coward but his ”charisma” and way of gaining followers is right up there with Luffy and a few others, his charisma could be CoC all along. Buggy, like Luffy, doesnt really want do dominate as many CoC users want. They both just crave to live freely (or flashily).
I'm very sure that Dragon(obv), Akainu(FA), Kuzan(=FA) and Garling(old Shanks) will have it and that Coby will have it.
If the silhouetted guy is a brother of Shanks he will likely have it aswell.
I'd normally say Sabo should have it, especially after his Cobra rescue action, but sadly no glimpse of it yet.
I never believed that BB has it tho. He's extremely opportunistic and cowardly. He pissed himself, when dying WB got a grip on him. In contrary all of the CoC users have one thing in common: they are very fearless and courageous. He's imo not fitting the criteria.
And Imu gives me the impression that he very well could also just be a power hungry, mad little shit. Give a King Joffrey type of guy immortality regeneration and an uber powerful DF creature and he's good to go aswell.
But we will see ofc, perhaps he's a gigachad instead. You never know, until you know right

Probably all of them, CoC isn't a big deal after Chinjao, Doflamingo and Katakuri. The levels of CoC matters.
Waiting years for 1 specific DF, not taking other DFs, and not taking the commander position and just sticking up to his plan, he isn't changing his goal despite being in WB Pirates for more than 10 years just shows his determination and will.
Opportunistic thing is if he find something by chance and then goes for it. He didn't find his DF by chance, he had to take out Thatch and made WB pirates his enemy in order to to do that.
Then he attacked Impel Down by sacrificing his ''Warlord Protection'', thats taking high risks instead just playing safe as being a Warlord.
1- Doflamingo unlocked CoC Haki while crying out of fear of death. Chinjao was trying to attack Garp's grandson instead of trying to attack Garp.
2- If he was scared of WB, he would call out his men before WB attacked him, he was just surprised to see if WB was really going to kill him or not, since he thought WB sees him as his family.
DFless BB fought Shanks without fear, made WB Pirates his enemy by killing Thatch, then attacked Impel Down and throw his Warlord protection away, taking the most dangerous Level 6 prisoners as his underlings, and even an Admiral as underling when his crew tells him is he crazy, they were scared of Aokiji backstabbing but BB wasn't, and tried to take 2nd DF power despite the risk of dying, he is more fearless than all Warlords, and Admirals.

However, if you look at the scenes that happen right after those, Ace & Oden have similar shocked reactions while Sabo & Newgate laugh:
You then also look at the actual personalities of the two:
- Ace was always hot headed and doing what he wanted. Oden literally did the same shit
- Sabo was more chill and smart. Newgate same shit way more chill and calculating than Oden/Roger.
- There's the whole Blonde hair - Blonde hair, 2 black haired dudes. Hell Sabo and Newgate have virtual the same hair texture too.
But now with Momo aging up, we know he's the true parallel to Oden, rather than any of the three here. But if we're talking about general "parralle" of "big 3", then I think the most fitting one would be:
Roger - Ace
Garp - Luffy
Newgate - Sabo

Newgate's era didn't start until Roger was outta the picture, Sabo didn't rise up like that in the story until Ace was outta the picture. Garp is essentially a Luffy who decided not to become a pirate, while having a similar if not the same childhood.
Though tbh, finding any true parallel is rough. Roger & Garp were the main two stars of their generation. Sabo & Luffy are the main two stars of this generation. So you can also then compare Sabo to Garp.
