Loki still regret he is born in wrong era. Its clear he still admire Xebec, want to be in his crew even after he was adult. When talking with Jarul, he also hold a grudge against World Goverment because they are behind Xebec's death.
It doesnt make sense, Loki want to be in ship with someone, if he is not share same ideology and moral.
This all applies to Kaido, WB and BM. Who all wanted to follow Xebec, dislike the government, respected the man in certain ways, etc. Xebec was a very charming and strong guy who people naturally wanted to follow. None of them inherited his will to rule the world, only Blackbeard did.

Bloodline can be erased, but its the will that cant be erased at all. Thats why Ace despite being biological son of Roger, his dream doesnt align with Roger. Only Luffy's dream is aligned with Roger's dream.
I don´t disagree that bloodline and will don´t have to be related, but in this case it is. We have a similar situation with Luffy and Roger, if you want I can grab panels but we have similar scenes for both.

Then we have Blackbeard and Xebec telling their dream to characters they want to ally with, Harald and Ace
I bet you misunderstood Loki. I agreed with Shyneserru, Loki's dream didnt always has literal meaning. Bringing world to destruction, can be to create new era. Even in Marvel, Loki doesnt always has the goal with literal meaning
Why does it matter if it´s literal or not if it´s different still? I do agree though, him saying he wants to end the world is a reference to the norse idea of Ragnarok, probably. That wasn´t Xebecs goal though, it just shows Loki has more going for him
