All he does is move from place to place looking strong

Bon Clay >>>> most characters in One Piece especially Mihawk

Bon Clay. He was probably the best character during Impel Down.
Mihawk suffers from the lack of panel compared to Bon Clay who is much more fleshed out. Also Oda is going for the badass mysterious vibe with Mihawk, it's fine but there is usually not a lot of room to develop that sort of character if you don't give him enough panel time.
