Someone else mentioned it Biblo name is similar to Bilbo Baggins from LOTR. He is the in-universe author and narrator of many of Tolkien's writings. So I won't be surprise it is someone from the past or void century.

I’m calling it, it’s Loui Arnot or should I say Loui D Arnot and he is Clover’s ancestor just like how the og Trafalgar D Water was the doctor in Joy Boy’s crew.

But the true successor to the D Water Doctor is not Law but Chopper just like Clover is not Loui Arnot’s successor but Robin is.

Emet is also another D and was originally a human/Giant shipwright from Elbaf and is the ancestor of Saul before he was turned into a robot, but his successor is Frankey and Zunesha is also another D turned into a giant elephant via a curse

We have a Squirrel from 800 years ago. Its not farfetched to think this mega suspicious Owl also is from back then.

Unfortunately, I dont think that there are notable owls in the Norse tales like how there is Ratatoskr.

He probably playing the same role as Sukiyaki in Wano, he unmasks and reveals the Red Poneglyph and Pluton. So Biblo might reveal something even the giants have no idea about such as some secret of the Elbaph, void century lore, etc. It might even have existed since the beginning of Elbaph. That's the basic idea, I'm not going any further.
