No one if we have to be honest. Fan service chapters should not serve as a metric of "carrying the story".

It's hard to tell who is carrying the story when said story is shit, chaotic and inconsistent.



But to entertain the question I would say it's not a character but hope for the reveals/solving mysteries.

Yonkos, Shichibukai and Admirals. The balance of One Piece is what carries it World.

WG and Revos are pretty boring. Supernova too since Bonney is representing them. Luffy and Zoro are not only part of Strawhats but also Yonko and Yonko crew. Kid and Law although they are Supernova they only carried because of their fight with Yonko.

When we left Egghead the quality improved by a lot lol, so no SH, we have already too too much of them, or at least Luffy. What I liked and remember from recent times is Aokiji joining BB and that dynamic. Revos flexing in Marijoa, the silouhette hype from gorosei is stale. Crossguild dynamic was a lot of fun, even as a Mihawk fan. Shanks destroying Kidd and I think that is it.
