This was Round One of Luffy vs Blueno
Blueno humiliated him. And as we then found out, Blueno wasn't even a patch on Lucci. At that point there was no G2 or G3, from the reader's perspective full power Luffy just got battered by CP9. He'd actually spent most of the past hundred chapters since Enel getting battered- Foxy was no pushover, Aokiji obviously, he didn't look great against Franky, Usopp had managed to get in hits on him. It didn't really matter that he'd beaten Enel an arc before, because we knew that the main reason for that was that Luffy was immune to most of his attacks.
It was a case where there really was a need for a "warm-up" fight to show that Luffy could have a shot at taking on Lucci. It also came at a time that the cast of characters were much smaller, and Oda was more willing to show fights. That's also why we had Zoro vs T-Bone, Sanji vs Wanze and Franky vs Nero.
It's not the same here. We know that Luffy beat Katakuri, and Katakuri is one of the best you can get without going into the top tiers. We also know that Luffy has trained since then, and unlike EL, we've actually seen that training in action against a Yonko. He will have something else, whether it's a new form of G4 or G5, but that's something that needs saved for Kaido.
The only thing that would have a strong effect on the reader would be him basically low to neg-diffing a Calamity, and that's then a waste of a strong character that should be fighting someone else.
