Sanji's kindness is a retcon for Whole Cake. He's emotional and empathetic with those he cares about, but not the incarnation of kindness itself: he intended to leave the children of Punk Hazard unhelped as they weren't their business, didn't want to treat the minks since they could be a threat and I recall something like this happened in Skypiea too.

T-Bone, on the other hand, was too pure of a soul.
