We have no evidence that Luffy's and Blackbeards DFs are any kind of "natural opposite" that's just headcanon. It even makes more logical sense for Kizaru's DF to be the "natural opposite" to Blackbeards, they are both logia type and literaly light vs dark.
Furthermore we don't know if Rocks was or wasn't the previous user of darkness DF even though it is a very likely scenario. However, that really doesn't mean anything because if you want to draw parallels, you don't have anything to draw them from since nobody had Gomu Gomu in Xebecs time (5 elder dudes said that no one had it for centuries).
And even if all that ends up being the case, that still doesn't make them rivals. Blackbeard is an antagonist, a villain, a nemesis not a rival.
Rivals don't have to fight, they compete, big difference. Although Kid fits the main rival role more than Law does.

Whether or not Teach has CoC or ACoC is dependent on whether or not he trains his haki. Clearly, he doesn't have top tier haki. If he did, his bounty wouldn't just be 2 billion despite having 2 DFs.

Compared to Shanks, who was famous pirate 12 years before, BB's bounty rise is bigger than Shanks's.

Just saying that both Luffy and Teach will have DF of Gods that control their actions and release haki for them.
