This doesn’t make sense. The chapter says that low-ranking marines are not allowed to look at him and then he kills anyone who disobeyed the order. In the same way he chose to only hit Sanji and Bonney while ignoring Frank and Vegapunk, he could simply ignore his own subordinates and not attack them at all. The point is that he doesn't want everyone to know about his abilities and that's why certain marines can't look at him
