There were only visible signs of him using overflowing Haki, not the KoH. We weren't quite sure if the sparks were of CoC or CoA. The recent chapter made it clear that it wasn't as Zoro straight-up overwhelmed Lucci while using CoC.

Oda knew he had to stall Zoro so the arc doesnt end early,making Zoro drop to 2 swords while goofy needs g5 vs lucci and still ends up looking like a mummy with lucci not being ko at all
Sanji trapped kaku in a bubble. We know that Kaku > Lucci because kaku is a swordsman. Zoro wasn’t quick enough to defeat a YC3 Lucci, which makes him the dead weight.
Only ryo in 1093. There is no Acoc in either 1093 or 1110. All Zoro needs is one name card. Goofy needs a cia+4 nominal+g5 to give him a bruise. To stupid people, acoc zoro looks like this.
