I'd say IQ wise they are tied at the same level. But then there is experience and maturity where Jinbei clearly wins out.

It's like comparing a professor to a promising post doc, the professor is higher ranked because he has seen more and can draw conclusions from it but intelligence wise they are on a par.

In alot of ways Jenbe is just as dumb as Luffy and more quick to temper. Both will throw their lives away in dumb moments but atleast Sanji usually has a plan and is allways thinking strategically. I mean if you look back at his fight with bon clay you can see that he's the son of a genius.

Also Sanji is a genius chef.

I don't think Jinbe is an intelligent character, he just has more common sense and is a more experienced pirate than other characters. Sanji is a character who does come up with a more elaborate plan, but sometimes seems to act like Luffy.
