Easily Shanks. Been in One Piece since number 1, we have never seen him do actually nothing. Even when he stopped the war he just waltzed in.

did the talibans defeat America? In the cases you are mentioning Alexander and napoleon were stronger than their opponents even if they did not completely defeat their enemy.
