Oda’s said he’ll draw a pirate with an eyepatch in the “final scenes”
Would be interesting to know if final scenes literally means like the last two pages or if it’s a wonky translation and actually just means the sort of end arcs of One Piece (i.e, right after Wano)
I thought, if there's an image in everyone's head about what a pirate is, then I thought I would write/draw about the process of the boy getting there. But its not like I dislike eye patches, so in the final scenes of One Piece, there is one pirate who appears with an eye patch
I'm itching to draw this character.

From reading that comment he made it sound like Luffy might get an eyepatch, but I highly doubt he would reveal one of the final scenes of his main character like that, it would imply someone might take Luffy's eye, and for shock value you would think he would have revealed it in the manga first.
Even tho why would he draw a new pirate in one of the final scenes.

In one of Oda’s really early concepts of Blackbeard he had an eyepatch, so I could see it being him (if final scenes does have a more broader meaning). Have Blackbeard vs Shanks, Blackbeard wins, but in return Shanks gets to scar him this time and take out his eye.
If it is a purely literal meaning and it’s talking about someone in the very last chapter, I would think it probably will be Luffy.
