The circle on the snail's shell looks like it's a smile from a skull. But then again, there are no crossbones and the only circular jolly roger I can think of is Doflamingo's. And it ain't him.

I thought Kuma's real mind is already in the Pacifista who was with the Revos and prior on Mary Geoise/Reverie
The other part could be inside his Seraphim, since it got dubbed "Problem Child" and as soon CP-0 talked about killing Bonnie, the Pacifista started making it's move. Maybe there is another part of Kuma, but that would be too messy for my taste.

-Legit top tier who can easily take care of Cp0
-Takes orders from Vegapunk
If it is indeed Kuma, then there's no reason for VP to not inform Dragon about it.
If it is a robot, then Vegapunk wouldn't be shy from just ordering it around.

Who can Vegapunk give orders to? He has ties with the Revos, and maybe Sword.
That said it's either Kuzan, Sabo or a new character.

going with how Vegapunks talks with them and about them ,it seems they know each other for quite long now.
The person on the Den Den mushi said he was waiting for this command .

so i think Sabo won‘t fit quite good .
Vegapunk was afraid about hiding Pirates on the island ,so it would be the same for an Revo member.(expect Kuma because he is his experiment)

By the way Vegapunk talk seems to be a "group" of characters, also seems to be someone that the WG cant know that is alive.

Think a "original" Kuma would be the most logical character, as he can pehaps control a group of Kuma Pacifistas and thats way Vegapunk use "they".

Also could be a way to connect with the Kuma body flying and attacking Marijoa like the Ancient Mecha, pehaps Vega has changed Kuma and the Mecha minds.
